I have bumps on the backside of my and on my testicles what are they?

They dont hurt. The ones on my only show when erected. But the ones on my testicles show all the time. Most of them have hairs on them. But some dont. Im not circised but when I pull down my skin from my head there all over the bottom of it. When my nail goes acrossed the ones around my head something tiny and white comes out like puss.
