What does this phrase from "Absolutely Fabulous" mean?

On the single from Ab Fab the phrase "Bum so tight he was bouncing off the walls" is repeated several times. I believe heraing this in the show to roars of laughter. I have to admit I don't understand it. can anyone explain waht it means and why it is hilarious? Thanks Arthur
