What should i do with this boy ?! i really like him.?

so im really good friends with this guy, jason. everyone always teases us because apparently we all look really good together and whenever we're walking together people say AWWW and make hearts and stuff. but we really just like laugh it off. ive caught im starring at me a few times. during cl whenever we need to work in groups, he always comes directly to me. alsooooo, whenever we're around people hes really funny and outgoing, but then when its just me and him he acts like- not like shy, but like different, like nicer and gentler. so after all these signs, i kind of thought he liked me. but then we were at my friends house and playing truth or dare and he got dared to kiss this girl jess, and he tried, but then she like ran away. but then when he got dared to kiss me, he just said no. and whenever people say like YOU GUYS SHOULD GO OUT. he'll say like "ew no." so like i dont know what to do. like should i tell him i like him, or will it maybe ruin our friendship ?
